LINKAGES Trains 95 CSOs in Local Government Budget Analysis
Two-day training workshops were held for Civil Society Organizations (CSOs) in Arua, Hoima, Kitgum and Padar districts. In total, 179 individuals from 95 CSOs participated, as well as the heads of local government departments from each district.
The main objectives of the budget analysis training were to increase the participants' understanding of :
- The budget process in Uganda and public expenditure management with a special emphasis on local government
- Budgeting systems
- The legal and institutional framework that allows CSOs to participate in the budget process
- Basic concepts and principles of local government budgeting
- The analysis of local government budgets
The training was interactive with most CSOs noting that they had never had any training of this kind based in their region. As a result of this training, a number of CSOs were challenged to re-think their current advocacy strategies for local development issues. For example the Northern Uganda Social Action Fund Group in Arua after noting that there were gaps in previous year budgets and plans, decided that prior to the budget conference slated for December, they should meet with district officials to determine how budget allocation and related implementation decisions are made.
