Eva Mulema visits SUNY/CID
The CID Round Table hosted Eva Mulema, our Uganda/Linkages Chief of Party for a presentation on the project on December 1. Ms. Mulema spoke about lessons learned regarding policy interaction about government and CSO players and efforts to promote collective accountability and problem-solving. The Strengthening Democratic Linkages in Uganda (LINKAGES) Project is a USAID-funded activity aimed at improving transparency and accountability in Uganda by strengthening existing and fostering new vertical and horizontal policy making linkages between and among Parliament, select local governments and civil society with the ultimate goal of more effective local and nation government responses to grassroots needs.
Eva Mulema has nearly a decade of experience in civic education, conflict resolution, and legislative support. Prior to joining the LINKAGES Project, Ms. Mulema has served as a Parliamentary Program Advisor to the Parliament of Uganda on behalf of United Kingdom’s Department for International Development (DFID) in Uganda. She also has served as a Deputy Programme Manager for the Partners for Democracy and Governance Election Support Programme (ESP), supported by a wide range of development agencies, and as Deputy Chief of Party for the USAID Legislative Support Activity. Ms. Mulema’s education includes a post-graduate diploma in legal practice from the Law Development Centre of Uganda, and a Bachelor of Laws from Makerere University in Uganda.
