On July 9, 2015, the SUNY Center of International Development signed a new memorandum of understanding with the Assembly of Francophone Parliaments on current and future collaborations in providing legislative strengthening support in the Francophone world. The Assembly is the international association of parliaments in countries where French is the official language, the language of administration or the language of common use. With 51 member parliaments around the world, it offers a forum for promoting their shared interests and providing support and assistance to member states. The Assembly has provided technical support to a wide range of Francophone parliaments on its own behalf.

This agreement is very similar to the agreement CID entered into with the National Assembly of Quebec (who is also a member of the Assembly) in March of this year and reflects the current collaboration between the Assembly and CID in providing technical support to the National Assembly of Cote d’Ivoire under the USAID sponsored Legislative Strengthening Program. CID also had a similar agreement with the Commonwealth Parliamentary Association, a similar organization linking members of the British Commonwealth.

A brief signing ceremony was held during the 41st Annual Session of the Assembly in Berne, Switzerland. After approval by the General Assembly, the memorandum was signed by Pascal Terrase, Secretary General of the Assembly, and Dr. David Guinn.
