SUNY/CID's Recent History in Uganda

LINKAGES

SUNY/CID’s Strengthening Democratic Linkages in Uganda (LINKAGES) program pioneered an innovative strategy to improve local governance in Uganda by invigorating and facilitating sustained policymaking interaction among networks of local government officials, parliamentary deputies, CSO staff, and selected central government officials in 10 districts in Uganda: more than 4,000 individuals were given direct assistance. LINKAGES delivered much of this training as part of Uganda’s Harmonized Participatory Development Planning (HPDP) – the annual bottom-up participatory budgeting and planning that culminates in district and sub-county development plans that should reflect community priorities. As one CSO representative noted, “now that the doors have been opened for CSOs to engage, we find ourselves challenged to add value to the process. … We no longer have to run to the streets – we now engage [with local governments].” SUNY’s interventions led to significant increases in community participation and demands by local officials for even more community participation in several target districts.

Parliamentary Research and Internship Program (PRIP)

Through funding from USAID via Higher Education for Development (HED), SUNY/CID implemented PRIP from 2008 to 2012. PRIP’s goal was to increase the capacity of Ugandan universities by having them play a more active role in the support of good governance policies by training and supporting interns working with parliamentary departments, committees, and caucuses. These measures helped provide MPs with valuable assistance to promote political, social, and economic development throughout the country.

Additionally, by partnering with universities and the Parliament of Uganda, PRIP gave interns the opportunity to become familiar with the government structure and public policies on a first-hand basis. This resulted in interns not only gaining valuable, real-world experience, but also provided them with the knowledge to educate the greater public on the functions of Parliament—including proper legislative representation, effective democracy and good governance.
